Service conditions

Kiwa Register B.V. focuses on the efficient processing of applications for formal licences and legal authorisations in aviation and maritime shipping, inland waterway shipping and passenger transport and goods transport by road. Kiwa Register B.V. is part of Kiwa N.V., an international enterprise in the field of testing, inspections and certification. On behalf of the Minister of Infrastructure and Water Management, Kiwa Register B.V. annually issues more than 100,000 licences and authorisations to natural persons and companies in the transport sector.

Decision period

When processing applications for these licences and authorisations, we are subject to the applicable specific legislation and the General Administrative Law Act (Algemene wet bestuursrecht (Awb)). We therefore have to reach a decision about your application within a predetermined period. This period is referred to as the decision period. For some applications, the decision period is stated in the specific legislation and regulations. If this is not the case, then we must reach a decision within 8 weeks or announce a new decision period.

The decision period starts at the moment when your application for a permit or authorisation is complete and paid for. If your application is not complete and/or paid for, then we offer you the opportunity to supplement your application within 4 weeks by supplying missing data or documents or by making payment. If you do not react, then we can cancel your application, pursuant to article 4:5 of the Awb.

Tariffs and payment

For processing an application for a permit or authorisation, you pay a fee (plus VAT) that is determined by the Minister of Transport, Public Works and Water Management. You can find the rate on the application page of the specific product. In addition, we offer you the opportunity to make use of additional services, such as Express Service. For this, you pay a rate specified by Kiwa Register B.V. For a number of products, you can pay directly online when submitting your application. In that event, the payment options are iDEAL, credit card or bank transfer. In all other cases, you can make the payment by means of a transfer (digitally or otherwise) stating the payment reference.

Objection and Appeal

If you do not agree with our decision on your application, you can object to it within 6 weeks under the Awb. You can find the objection clause in the decision for your application, usually underneath the decree. Appeals are processed by the Human Environment and Transport Inspectorate (HET). The HET must, by virtue of the AwB, make a decision in relation to your appeal within a predetermined period.
